Position Summary

The Manager, Operations SMS is responsible for the incorporation, administration, and management of the Director of Operations and Regulatory Compliance functions within JetBlue’s Safety Management System (SMS). The Manager facilitates the Voluntary Disclosure Reporting Program (VDRP) and organizational responses to Federal Aviation Administration (FAA) Compliance Action, various FAA notices and other Safety Assurance (SA) inputs resulting from FAA and international regulatory oversight within the organization, and ensures SMS integration therein.

Essential Responsibilities

  • Implements, administers, and maintains the Director of Operations’ (DO) SMS in conjunction with the Safety Department.
  • Serves as the primary resource for, and maintains general oversight of, SMS safety assurance inputs resulting from regulatory compliance initiatives, voluntary disclosures and regulatory oversight activity.
  • Establishes and maintains relationships with the Federal Aviation Administration (FAA) and the Certificate Management Office (CMO) and acts as a point of contact for the oversight of SMS activity.
  • Facilitates Risk Working Groups and Joint Safety Review Boards while ensuring risks, risk levels, mitigating actions and departmental change management processes are tracked and documented.
  • Leads the DO Change Management processes including coordinating corrective/mitigating action implementation. Manages implementation and project schedules and identifies and sequences the activities needed to implement change; coordinates required intra- and inter-departmental stakeholders to ensure change management project milestones and timelines are met.
  • Facilitates the Voluntary Disclosure Reporting Program investigation protocol in conjunction with organizational investigatory teams. Reviews safety incidents, conducts investigation as required by the protocol; performs root cause analysis and hazard/risk identification to assist in the recommendation and establishment of mitigating controls when required.
  • In coordination with the Safety Department and Quality Management System teams, leads the coordination of related gap analyses and audits for the DO and serves as the department’s ‘in-audit’ coordinator. Reviews proposed departmental changes, provides feedback and recommendations, and ensures ongoing compliance with recommended industry practices related to audit requirements.
  • Ensures the DO and Safety Leadership are apprised of all identified significant safety issues and trends.
  • Reviews, tracks, analyzes, and trends key performance indicators and related safety and regulatory compliance data.
  • Represent the DO’s office during IROP (Irregular Operations) and Emergency Command Center (ECC) events.
  • Participates in regular meetings with Safety Department Leadership as requested. Supervisory duties of assigned crewmembers.
  • Takes a significant role in the development of crewmembers to support their engagement, growth, goal achievement.
  • Other duties as assigned by the Director of Operations.

Job Requirements:

  • Bachelor’s degree in a related field; OR demonstrated capability to perform job responsibilities with a combination of a High School Diploma/GED and at least four (4) years of previous related work experience
  • Five (5) years of experience in analyzing air carrier regulatory program or safety data, and identifying and implementing corrective action(s)
  • Experience and/or training in the conduct of safety investigations, root cause analysis, and the identification of potential contributing Human Factors precursors
  • Understanding of SMS and the FAA SMS rule
  • Familiarity with applicable federal regulations pertaining to U.S. scheduled, domestic, and international air carrier operations
  • Ability to communicate clearly, concisely, logically and coherently at various levels within the organization
  • Strong written and verbal communication skills
  • High level of organization & attention to detail
  • Excellent verbal and written communication skills
  • Knowledge of technology fundamentals and concepts (Microsoft technologies preferred)
  • Available for frequent overnight travel (20%)
  • Must be in possession of valid travel documents with the ability to travel in and out of the United States
  • Must pass a pre-employment drug test
  • Must be legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required. This position is not eligible for visa sponsorship

Preferred Experience and Qualifications

  • Five (5) years’ experience in a similar project management, safety, or analyst role with a history of implementing change, analysis and trending of discipline-related data, conducting investigations, root cause analysis, or risk assessments
  • Bachelor’s degree in Aviation Safety, Aeronautical Science, Aviation Management, or other related field of study
  • Experience or training in investigating incidents, quality assurance auditing, internal evaluation, or evaluation of an air carrier’s regulatory program
  • Experience in an administrative capacity of the Voluntary Disclosure Reporting Program (VDRP)
  • Experience in analyzing safety-related data and identifying and controlling safety risk
  • Previous experience in a Leadership role with a Part 121 or 135 air carrier
  • Knowledge of JetBlue’s Business Units and Flight Operations disciplines and interdependencies

  • Potential need to work flexible hours and be available to respond on short-notice
  • Able to maintain a professional appearance
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

  • Must fulfill safety accountabilities as prescribed by JetBlue’s Safety Management System
  • Promote JetBlue’s #1 value of safety as a Safety Ambassador, supporting JetBlue’s Safety Management System (SMS) components, Safety Policy and behavioral standards
  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Safety Action Report (SAR))
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities
  • The use of ChatGPT or any other automated tool during the interview process will disqualify a candidate from being considered for the position.

Compensation:

  • The base pay range for this position is between $80,000.00 and $136,200.00 per year. Base pay is one component of JetBlue’s total compensation package, which may also include performance bonuses, restricted stock units, as well as access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
